Thesis
Iluka Resources is an Australian mineral-sands producer building Eneabba — one of the few Western rare-earth refineries — to produce separated NdPr oxides outside China, backed by Australian government financing. It pairs a cash-generative zircon/titanium business with a strategic rare-earth-refining option directly on the supply-security theme.
The investment case is allied rare-earth refining capacity at a moment when the West is racing to de-risk magnet supply from China. Risks: rare-earth price volatility (Chinese oversupply can crush economics), Eneabba execution and ramp, and mineral-sands commodity cyclicality.
Catalysts
- Eneabba refinery commissioning and NdPr output
- Government financing and offtake support
- Rare-earth (NdPr) pricing and Chinese supply policy
- Zircon / titanium market conditions
